The extent of the Operations Department or function within an enterprise depends largely on the scope and nature of the business.

What CEO would not want to double their profit?

There are many other factors that management needs to control in their operations area. Things like the design of roles and processes, the quality of customer service, the work safety, the knowledge and attitude of staff, the ability of supervisors and the amount of time supervisors and managers can actually spend with their staff or teams. The effectiveness of leadership is directly proportional to the amount of time leaders spend with staff members, both as a team and one on one.
